feat(config): add captcha configuration to global config response

- Add CaptchaType field to verify config
- Add EnableUserLoginCaptcha field
- Add EnableUserRegisterCaptcha field
- Add EnableAdminLoginCaptcha field
- Add EnableUserResetPasswordCaptcha field
- Expose captcha configuration to frontend
